Change to Container Security Scanning Fee in Puerto Rico

Please be advised that effective immediately, the Puerto Rico Ports Authority (PRPA) has given notice of suspending any charges related to Enhanced Security Fee from Regulation 8837.  This determination has been made according to PR Court of Appeals' Resolutions of February 3 and March 1, 2017 in the case referenced above. 

The PRPA has confirmed that no container security scanning fee will be charged, for all vessels arriving after March 6, 2017, until the present legal controversy has been decided upon. Accordingly, our company will not be charging such scanning fees until any change occurs in the legal landscape or new regulation be approved by the PRPA.

Following the Federal Maritime Commission regulations, the rates, charges, and rules applicable to any given shipment shall be those in effect on the date the cargo is received by the shipping carrier. Changes in rates, charges, rules, regulations or other tariff provisions resulting in a decrease in cost to a shipper may become effective upon publication. In order to be in compliance with the Federal Maritime Commission regulations, Tropical Shipping has filed a rule on March 6. 2017 to reflect the Puerto Rico Court of Appeals order.
