Starting October 1, 2025, NVOCCs (Non-Vessel Operating Common Carrier) listed as the Shipper of Record on a Tropical Shipping Bill of Lading must file a House Bill of Lading (HBOL) in ACE for all U.S. imports and exports.
Requirements
- File the lowest-level HBOL in ACE with shipper/cargo owner and consignee details.
- Submit your Proforma with SCAC Code and HBOL number.
- Ensure all details are accurate and filed within CBP deadlines.
